Short answer
Governance does not need a hundred-page document. Before the first go-live, answer clearly: which data, stored where, visible to whom, reviewed by whom, what happens when it is wrong, and how long records are kept.
The ten questions
1. Which data fields does this use case touch? 2. Where is data stored and processed? 3. Who has access? 4. Who reviews output? 5. How are errors detected? 6. What is the escalation path? 7. How long are records kept? 8. Has the customer consented to this purpose? 9. How does the vendor use our data? 10. What does switching it off require?
Keep the answers to one page and review them each quarter. That is enough to support early scaling.
